The latest CERN libWWW supports a proxy exception list so that Web clients
can differentiate between hosts outside and inside the firewall. This is
not a full SOCKS exception list with subnet masks. As an example:
        setenv no_proxy "cern.ch, foo.bar:8001, ncsa.uiuc.edu"
This is a simple solution. If this is is good enough for your needs, you
should make a request to your favorite client team to support it, it comes
for free with libWWW.
